President forms special commission for an independent investigation into the April 18 incident

President of the Special Presidential Commission of Inquiry Dr Mohamed Munavvar

President Dr Mohamed Muizzu has established the Special Presidential Commission of Inquiry into the incident that occurred in Malé City on April 18, 2025, following the power vested in him under Article 115(o) of the Constitution of the Republic of Maldives, by Presidential Decree No. 11/2025.

The Commission has been tasked with conducting an independent, autonomous, and credible investigation into the incident involving a young person who was discovered collapsed on the rooftop of a building in Henveiru in Malé City on April 18. The Commission is mandated to ascertain the facts surrounding the incident, review the actions taken by relevant institutions, identify necessary measures, and ensure a fair and impartial inquiry.

The members appointed to the Special Presidential Commission of Inquiry are:

  • Dr Mohamed Munavvar of G. Hassankaarige (appointed as President of the Commission)
  • Brigadier General (Retired) Ahmed Mohamed of V. Almaan
  • Dr Mohamed Habeeb of Seesanmaage in S. Hithadhoo

The Special Presidential Commission of Inquiry has been vested with the following powers:

  • Seek cooperation and assistance from all state institutions, agencies, and individuals as necessary
  • Engage specialised foreign expertise to support the inquiry
  • Exercise investigative powers accorded to law enforcement agencies under the Criminal Procedure Act (Law No. 12/2016)
  • Request arrest warrants and other judicial orders necessary for the inquiry
  • Summon individuals for questioning and demand the production of relevant documents and evidence
  • Request documents, evidence, and information obtained by any institution or body that has previously investigated the incident

The Commission will continue to function until the President formally declares that its mandate has been fulfilled.

As part of the ongoing investigation, the Police has taken Raudh Ahmed Zilal of G. Eriyadhoo into custody and remanded him for five days following his court appearance.

The Police also confirmed that a travel ban has been imposed on eight persons of interest, including Raudh. Investigators obtained court orders to search two properties linked to the investigation.

Authorities confirmed that Raudh was with the young woman inside the building at the time of the incident. CCTV footage released by the police shows both individuals together at the location.
