Presidential Decree sets out eligible cross-subsidy projects and minimum investment thresholds

President Dr Mohamed Muizzu has issued Presidential Decree setting out which Government projects can be carried out under cross-subsidy investment arrangements and the minimum investment required from contractors.

The decree, numbered 11/2026, was issued under the Maldives Tourism Act. The law requires the Government to publish each year the types of projects that qualify for cross-subsidy investment and the minimum amount investors must commit.

The policy is intended to support the development of tourism, infrastructure, climate resilience, homeland and national security, and social development across the Maldives.

An annex to the decree lists the projects that are eligible under the Government's cross-subsidy policy, along with the minimum investment thresholds that contractors must meet to participate.
