Draw begins for land allotment in Hulhumalé Phase III under Binveriya Scheme

The draw for land allotments in Hulhumalé Phase III under the Binveriya Scheme has commenced.

The draw is being held at Kalaafaanu School following revisions to the Master Plan and Land Use Plan, which may result in beneficiaries previously allocated land under the scheme being assigned new plot numbers.

According to the revised planning assessments, the earlier land use plan for Hulhumalé Phase III did not provide adequate space for current and future harbour operations. In addition, the planned separation of Hulhumalé Phase III from Phases I and II raised concerns over the provision of essential services, including water, sewerage, electricity, and other utilities.

In response, the Housing Development Corporation (HDC) amended the Land Use Plan and, following public consultation and stakeholder input, developed a new Master Plan covering the entirety of Hulhumalé, including Phase III.

The Ministry of Construction, Housing and Infrastructure announced that a total of 698 plots will be allocated under the Binveriya Scheme in Hulhumalé Phase III. The plots will be drawn across seven size categories:

  • 181 plots of 1,650 square feet
  • 242 plots of 2,050 square feet
  • 132 plots of 2,450 square feet
  • 62 plots of 2,850 square feet
  • 41 plots of 3,250 square feet
  • 16 plots of 3,650 square feet
  • 24 plots of 4,000 square feet

The Housing Ministry said the draw is being conducted by Ministry staff, with only one person permitted to enter the draw area per plot. If a landowner is unable to attend and wishes to appoint a representative, entry will be permitted upon presentation of a written authorisation along with copies of the landowner’s identification card and the representative’s identification card.

During the draw, allocated plot details will be made available through the Hiyaavehi portal, and beneficiaries will be notified of their plot numbers via SMS. The draw is also being broadcast live on public service media channel YES TV.

The Ministry said details regarding the signing of land transfer agreements and the registration of plots will be announced at a later date.

In addition to the land allotments, land reclamation works at Hulhumalé Phase III are progressing rapidly, with more than 30 hectares already reclaimed.
