New law planned to oversee Hajj and Umrah services in Maldives

Minister of Islamic Affairs and Endowments, Dr Mohamed Shaheem Ali Saeed, has stated that work is underway to introduce a dedicated law to regulate Hajj and Umrah services in the Maldives.
He made the remarks in Parliament while responding to concerns over cases where individuals paid for Umrah travel but were unable to undertake the pilgrimage.
Minister Dr Shaheem said such issues highlight the need for a clear legal framework to ensure accountability and protect the rights of pilgrims. He noted that the proposed legislation would establish defined roles for the Hajj Corporation and private service providers involved in pilgrimage arrangements.
The Islamic Affairs Minister also pointed out that many countries regulate Hajj and Umrah services through specific legislation, adding that a similar approach in the Maldives would help prevent recurring issues and strengthen oversight.
In recent years, complaints have been raised against some private companies, including cases involving failed travel arrangements despite payments being made, as well as financial losses faced by customers.
While Hajj and Umrah services are currently provided under existing policies and regulations, the Minister said a dedicated law would enhance dispute resolution, improve service standards, and build greater public confidence in the sector.
The law is also expected to introduce mechanisms to hold companies accountable for negligence or misconduct in delivering services.
