President Dr Mohamed Muizzu has returned the Organ Transplant Bill to the People's Majlis for reconsideration after determining that further amendments are needed to address implementation challenges within the proposed legislation.
The bill was approved by Parliament during the 19th sitting of the first session of 2026 on May 14 and was later submitted to the President for ratification. Following a review of amendments introduced during the parliamentary process and potential challenges in implementing some of the bill's provisions, the President returned the legislation to Parliament under Article 91(a) of the Constitution for reconsideration.
The bill was submitted to Parliament in October last year on behalf of the Government by Kendhikulhudhoo Member of Parliament Ibrahim Didi and was approved unanimously by all 68 members who participated in the vote.
The proposed legislation seeks to establish a regulated system for organ transplantation in the Maldives, ensuring transplant services are accessible, safe and carried out in line with recognised medical and ethical standards. It also outlines the rights and responsibilities of organ donors and recipients under the proposed legal framework.
