A public referendum will be conducted to determine proposed changes to the composition of the Addu City Council, pursuant to a Presidential Decree issued in response to a petition submitted by residents of Addu City.

The referendum will seek public opinion on the establishment of separate councils for Addu Feydhoo, Hulhudhoo, and Meedhoo, as well as the potential creation of a joint council, the Addu Hulhumeedhoo Council, to administer Hulhudhoo and Meedhoo under a single island council.

Voting procedures for the referendum have been submitted to the Elections Commission in accordance with the applicable laws. The referendum is scheduled to take place on Friday, 24 October or Saturday, 25 October 2025, and will be open to all registered voters in the respective constituencies.
