Pay harmonisation takes effect inclusive of Council and Judiciary staff

The Government’s pay harmonisation policy has officially come into effect, extending salary increases to civil service employees as well as judiciary and local councils as part of the Administration’s efforts to align pay across all State institutions.
The decision, implemented from 1 November, was made under President Dr Mohamed Muizzu’s directive to establish a fair and unified salary framework for all civil servants. The Government confirmed that council and judicial staff will now receive their salaries under the new harmonised pay structure, designed to close long-standing wage disparities between public institutions.
President Dr Muizzu said the initiative reflects one of the key pledges outlined in his 2025 Presidential Address, aiming to ensure equity and recognition for all State employees regardless of their sector. The harmonisation policy, introduced earlier this year, also raises the ranks of local Government employees from Rank 4 to Rank 1, placing them on par with their civil service counterparts.
The President emphasised that while the current phase covers civil service, council, and judiciary employees, harmonisation for the remaining categories of State staff not yet included will be completed in 2026. The Government stated that the new pay framework is also part of a long-term plan to enhance job satisfaction, improve efficiency, and strengthen decentralised governance across all administrative levels.
