Separate councils to be established for Addu Meedhoo and Hulhudhoo

President Dr Mohamed Muizzu has issued a decree to restructure the Addu City Council and establish independent island councils for Meedhoo and Hulhudhoo, a significant step toward strengthening local governance in Addu Atoll.
According to the decree, Addu City will now consist of Hithadhoo, Maradhoo, Maradhoo-Feydhoo, and Feydhoo. The decision follows Presidential Decree No. 33/2025, which officially recognised Addu Hulhudhoo and Addu Meedhoo as separate inhabited islands.
The restructuring reflects the outcome of a public referendum held on 25 October 2025, in which residents of Hulhudhoo and Meedhoo voted in favour of forming their own island councils. The amendment was made under Presidential Decree No. 2/2025, which lists the inhabited islands of the Maldives.
With the new arrangement, Addu City will be administered by a reconstituted city council, while independent island councils will manage local affairs in Meedhoo and Hulhudhoo. The change aims to improve administrative efficiency and enhance local representation within Addu Atoll.
The decree will take effect once the newly elected council members assume office following the next local council elections.
