Gulper Shark fishing licences limited to 40 vessels under new regulations

The Government has announced that only 40 vessels will be licensed to participate in gulper shark fisheries under new regulations introduced by the Ministry of Fisheries and Ocean Resources. The policy, effective from 1 November 2025, aims to promote sustainable shark fishing practices and strengthen resource management.
The Ministry noted that fishing operations will be permitted from 1 December each year until the end of June the following year. Licences, valid for one year, will be issued to the first 40 vessels that register through the Keyolhu portal.
Designated harbours for gulper shark fishing include Kulhudhuffushi City Port in Haa Dhaalu Atoll, Funadhoo and Maduvvari in Shaviyani Atoll, and Himandhoo in Alifu Alifu Atoll. Separate licences are also required for facilities involved in supplying or processing gulper sharks and shark oil. Licensed operators must log purchase details via the Keyolhu portal, and all vessels must be fitted with tracking devices.
The regulations prohibit the removal or processing of any part of the catch before it reaches an authorised port. Fishing for any species other than those permitted is strictly forbidden. Gulper shark products must be obtained only from licensed manufacturers and meet the standards set by the Maldives Food and Drug Authority.
Exported products must be properly sealed and clearly labelled with details such as weight, date of manufacture, and exporter information. The Ministry stated that the licensing system plays a vital role in ensuring the long-term sustainability of the gulper shark fishery and the conservation of marine resources.
