Over 200 Maldivian seafarers issued Seafarer Identity Documents

The Ministry of Transport and Civil Aviation has confirmed that more than 200 Maldivian seafarers have been issued Seafarer Identity Documents (SID) since the service resumed on 24 June 2024, restoring access to overseas employment after years of disruption.
In its update, the Ministry stated that the Government has been working to establish SID issuance since 2016, in line with the Maritime Labour Convention, which requires internationally recognised identification for seafarers. The documents were not made available to local seafarers for several years, causing many Maldivians to lose opportunities to work on foreign liners and restricting their ability to travel through international ports. Some countries refused entry to Maldivian crews, and in certain cases, heavy fines were imposed due to the lack of recognised documentation.
The Ministry noted that a two-year achievements report has also been published, outlining developments in the maritime sector. According to the ministry, the delay in SID issuance had persisted until June 2024, leading international recruitment companies to stop hiring Maldivian seafarers in late 2023.
The Ministry of Transport confirmed that over 200 trained seafarers under the S&P Seamen programme have now received their SID, enabling them to meet international requirements and re-enter the global maritime workforce.
The Ministry further announced that Certificates of Competency (CoC) have been issued to enhance career progression for those working in near-coastal areas. CoCs are now provided to individuals who have completed Certificate III in Marine Operations and Certificate III in Marine Engineering. In the past two years, 14 deck officers have obtained CoC certification, allowing them to qualify for posts in coastal ports.
The Ministry emphasised that the SID is an internationally recognised standard and that its absence had created significant difficulties for Maldivian seafarers. The Ministry said the renewed issuance under President Dr Muizzu’s Administration has revitalised the sector and restored critical employment pathways for maritime professionals.
