PGO says no evidence of HDC document destruction

The Prosecutor General’s Office (PGO) has announced that there is insufficient evidence to prove allegations that former Housing Development Corporation (HDC) Managing Director Ibrahim Fazul Rasheed and former IT Head Abdulla Shuhood deleted documents from the corporation’s servers in a manner that prevented recovery.
In a statement, the PGO said the case was closed due to the lack of evidence required to establish criminal liability. The allegations accused the two officials of obstruction of justice, claiming they had removed documents that could have been used in a criminal investigation.
According to the PGO, a report prepared by HDC’s IT Department confirmed that no documents or data were deleted or lost from the corporation’s servers. A police investigation reached the same conclusion, finding no indication that any files had been destroyed by Fazul, Shuhood or any other employee.
While the obstruction-of-justice allegation has been dismissed, Fazul remains under investigation for irregularities in the allocation of land under the Binveriya Scheme. He is accused of facilitating land to individuals, including his own brother, outside the eligibility criteria. The case is being jointly investigated by the Anti-Corruption Commission (ACC)and the Maldives Police Service.
Following the emergence of the allegations earlier this year, all members of HDC’s Board of Directors, including Chairman Fazul Rasheed, were suspended. The passports of 20 individuals, including Fazul, were withheld as part of the ongoing inquiry. Fazul subsequently resigned from the post on 21 December 2024.
