Government to submit major tech Bills to Parliament: Dr Kinaaanth

The Government is preparing to submit several major technology-related bills to Parliament according to Minister of State for Homeland Security and Technology, Dr Mohamed Kinaanath.
Dr Kinaanath announced the legislative plans at the official launch of the upgraded Maldives Police Service mobile application, where he highlighted ongoing efforts to modernise governance systems and strengthen national digital infrastructure.
He stated that the Maldives 2.0 Digital Transformation Policy is built on three core principles: establishing a unified digital ID system, enhancing cybersecurity standards, and integrating the numerous Government portals and applications currently operating in isolation. Dr Kinaanath emphasised that the lack of interconnection between institutional systems remains one of the country’s biggest technological challenges.
The State Minister noted that improving data-sharing between agencies will not only speed up services but also support evidence-based decision-making across Government. He stressed the importance of cultivating a national culture of data-driven research, adding that while institutions collect large volumes of information, its potential is not fully utilised.
He confirmed that drafts of two Acts have already been submitted to the Attorney General’s Office for review. Work is also underway on a Digital ID Act, a Maldives 2.0 Act, and new legislation governing the use of Artificial Intelligence, all of which will fall under the Maldives 2.0 reform programme.
He added that efforts are ongoing to establish national standards for software and hardware used by State agencies to ensure security, interoperability and efficiency.
The Maldives 2.0 initiative, introduced by President Dr Mohamed Muizzu on 9 May 2025, aims to unite all State institutions under a shared digital transformation agenda. The programme’s goal is to make Government smarter, faster and more transparent, reduce opportunities for corruption, and transform public service delivery through technology over the next three years.
