Maldives and OPEC Fund formalise new partnership framework

The Maldives and the OPEC Fund for International Development have formalised a new Country Partnership Framework aimed at strengthening cooperation on national development priorities, with a focus on climate resilience, infrastructure development and fiscal sustainability.
The framework was signed in Vienna during an official visit by Minister of Finance and Planning Moosa Zameer, marking a renewed phase of engagement between the Maldives and the multilateral development institution. The agreement sets out a structured approach for future financing and technical support aligned with the Maldives’ policy objectives.
According to the Ministry of Finance and Planning, the framework will prioritise investment in public infrastructure across the islands, particularly in the outer atolls, to promote balanced regional development. Areas identified for cooperation include renewable energy, transport connectivity, water and sanitation systems, and other essential public services.
Minister Zameer noted that access to long-term and affordable financing remains critical for Small Island Developing States facing increasing climate and economic pressures. He said sustained partnerships play an important role in strengthening resilience, supporting local economies and improving service delivery at island level.
The OPEC Fund has been a long-standing development partner of the Maldives, providing financial support across a range of sectors over several decades. Since 1977, more than US$440 million has been extended to the Maldives through loans, grants and trade finance facilities, supporting projects in transport, fisheries, health, education and utilities.
Discussions held during the visit also covered macroeconomic conditions and climate-related financing needs, with both sides exploring opportunities to deepen cooperation. The OPEC Fund reiterated its support for Small Island Developing States through dedicated initiatives focused on climate adaptation and resilience.
The Ministry stated that the newly agreed framework will serve as a guiding reference for future collaboration, supporting the Maldives’ efforts to advance sustainable growth and address long-term development challenges.
