Government lists Shaviyani Fushifaru for halal tourism development

The Ministry of Tourism and Environment has added Shaviyani Fushifaru to the list of islands available for lease under the halal tourism model.
The update was announced through the first amendment to the Ministry’s bidding document, expanding opportunities for investors interested in developing and operating resorts aligned with halal tourism principles.
Alongside Fushifaru, three additional locations have been designated for development under the model: Haa Dhaalu Makunudhoo, Laamu Fonagaadhoo, and Seenu Dhonhera.
The islands allocated for halal tourism development include Makunudhoo (200 hectares, 150 beds), Fushifaru (4.34 hectares, 100 beds), Fonagaadhoo (8.18 hectares, 100 beds), and Dhonhera (8.38 hectares, 100 beds).
The Ministry stated that the islands will be leased for a period of 50 years, with developers required to begin physical development within 36 months of signing the agreement. Land reclamation will also be permitted as part of project implementation.
A range of incentives has been introduced to attract investment. These include allowing acquisition and lease payments to be spread over five to six years, as well as duty concessions of up to 20 per cent. Developers who complete and commence operations before the end of the grace period will also be granted a full waiver on remaining land rent for that period.
Following the inclusion of Fushifaru, the Ministry has revised key timelines in the bidding process, including deadlines for obtaining bid documents and submitting proposals. An additional pre-bid meeting will also be held to provide further clarification to interested parties.
