Parliament approves Ramadan allowance for WDC members

Members of Women's Development Committees (WDCs) will receive Ramadan allowances starting this year, following a parliamentary amendment passed with 72 votes in favour.

The change to the Decentralisation Act aims to strengthen and clarify the role of WDCs across islands and cities.

The amendment outlines detailed procedures for providing resources and training through local councils and the Local Government Authority (LGA). It also establishes clear guidelines for financial allocations and disbursements. WDC members who do not receive Ramadan allowances under other legislation will be entitled to MVR 3,000, with compensation rates determined by the National Pay Commission in consultation with the LGA.

Under the new legislation, WDCs will have the authority to partner with civil society and international organisations for programme implementation. The amendment also shifts the development of committee regulations from council oversight to LGA consultation. Local councils must now allocate 5 per cent of their Government grants towards WDC activities, with the first half-year's funding to be transferred within 30 days of councils receiving their allocations.

President Dr Mohamed Muizzu first announced these changes on December 14, 2024, during a visit to ADh. Dhangethi. He highlighted that WDC members would receive comprehensive benefits, including regular salaries and access to various financial schemes. The President acknowledged women's crucial role in island development, emphasising the Government's commitment to achieving gender equality in both community and national development initiatives.

The reforms reflect a broader push to professionalise WDCs and recognise their contributions to local governance. Council funding disbursements beyond the initial allocation will follow specific regulations set by the LGA, ensuring sustainable support for committee operations.
