Government announces salary amendments for civil service and judicial employees in 2025 budget

In line with the previous government's efforts to standardise salaries, the upcoming budget will include amendments to the salaries of all civil service and judicial employees. During the presentation of the 2025 state budget, Finance Minister Moosa Zameer announced that MVR 500 million has been allocated for this purpose.
Zameer noted that adjustments for all other employees are scheduled for 2026. The administration of former President Ibrahim Mohamed Solih had previously increased salaries for teachers, lecturers, health workers, police, and Maldives National Defence Force (MNDF) personnel in 2022 as part of its salary equalisation initiative. Following these adjustments, then-Finance Minister Dr Mohamed Shafeeq stated in June that 46 percent of salaries across government institutions had been revised.
Currently, the civil service employs 30,165 individuals. This year's budget allocated MVR 12 billion for employee salaries, while the budget for next year earmarks MVR 13.9 billion for salaries and allowances.
The Government has proposed a record budget of MVR 56.6 billion for the upcoming year, an increase of MVR 1.8 billion compared to this year's supplementary budget. Of the total, expenditures are estimated at MVR 49.2 billion, with recurrent expenditures at MVR 35.9 billion and capital expenditures at MVR 13.3 billion. Additionally, the government plans to allocate MVR 3.9 billion for debt repayment next year.
Revenue and grants for the next year are projected to total MVR 39.8 billion, including MVR 4.9 billion from various revenue-raising measures. This anticipated increase will come from heightened taxes on tobacco, airport fees, the Tourism Goods and Services Tax (TGST), and green tax.
With these fiscal reforms, the budget deficit is expected to reach MVR 9.4 billion next year, representing the lowest deficit in recent history.
