Parliament accepts Constitutional Amendment Bill

The Parliament on Wednesday accepted significant Constitutional Amendment Bill proposed by Hulhudhoo MP Mohamed Shahid on behalf of the Government.

The bill includes four key amendments aimed at enhancing governance, reinforcing parliamentary oversight, and addressing key issues related to the nation’s sovereignty and political framework.

The Constitutional Amendment Bill mandates that any alterations to the country’s territory, including the Exclusive Economic Zone (EEZ), require approval by a two-thirds majority in Parliament. The Anti-Defection bill, which has now been passed by the Parliament's Whole House Committee, stipulates that members who defect to another political party during their term, are expelled from their party, or if an independent MP joins a political party.

Additionally, the amendments grant the President greater authority to define State policies, direct Government institutions, and draft national development plans. Moreover, the bill stipulates that foreign military deployment in the Maldives must have parliamentary approval, and foreign troops can only engage in non-military activities and training under agreements sanctioned by Parliament.

Following the passing of Anti-Defection Bill by the Whole House Committee, the Bar Council of the Maldives has expressed reservations about the bill, urging Parliament to allow broader consultation with legal experts and the public. The Council has called for a transparent review process, ensuring inclusivity in amending the Constitution.

In addition, the parliamentary committee recently approved a Constitutional amendment requiring any changes to the EEZ to be subjected to a public referendum.
