The Government has signed an agreement with the International Labour Organization (ILO) to implement the Decent Work Country Programme (DWCP) for 2025–2031, establishing a national framework aimed at strengthening workers’ rights and promoting fair and safe labour conditions across the Maldives.
The DWCP outlines agreed priorities between the Government, employers, and workers to advance decent work in line with the Maldives’ national development strategies and the UN Sustainable Development Goals. The agreement was formalised through a memorandum of understanding signed in Malé.
According to the Ministry of Higher Education, Labour and Skills Development, the initiative is expected to reinforce the country’s labour governance system, embed international labour standards into national practice, and support the development of a more secure and equitable labour environment.
Speaking at the signing ceremony, Labour Minister Dr Ali Haidar Ahmed highlighted the programme’s long-term significance in preparing the nation for emerging labour market challenges. He said the DWCP serves as an important platform to strengthen protections for workers, empower employers, and build a labour market that can adapt to future demands.
The memorandum brings together major stakeholders in the labour sector, including the Labour and Skills Development Ministry, worker associations, employer organisations, and the ILO.
Officials described the agreement as a major step forward in advancing decent work initiatives nationwide. Under the DWCP, the Maldives will prioritise expanding the ratification of international labour conventions, enhancing social dialogue mechanisms, and improving institutional capacity to ensure effective implementation of labour reforms.
