The Maldives Correctional Service (MCS) has confirmed that preparations are underway to operationalise non-custodial penalties for individuals convicted of minor offences, as part of efforts to expand sentencing options beyond imprisonment.

MCS said the initiative will allow eligible offenders to carry out community-based work under structured supervision, in collaboration with local councils and selected institutions. An agreement signed with the Huvadhu Atoll Council last year forms part of the groundwork for rolling out the programme, while discussions are ongoing with State-owned companies to identify appropriate placements and establish monitoring procedures.

The legal basis for alternatives to imprisonment is provided under the Penal Code, which allows courts to impose community service or house arrest in place of custodial sentences for certain offences. MCS said the current focus is on finalising operational arrangements to enable courts’ non-custodial orders to be implemented in practice.

Under the framework, community-based penalties will be limited to those convicted of less serious offences. Individuals convicted of grave or violent crimes, or serving long-term prison sentences, will not be eligible for the programme. The service said participants will be monitored by correctional officers, with progress and compliance reported in line with court requirements.

MCS said the programme is intended to support rehabilitation by allowing offenders to contribute positively to society while serving their sentences. Public awareness efforts are also planned to encourage community acceptance and facilitate reintegration upon completion of sentences.

The initiative forms part of reforms being pursued by MCS to strengthen rehabilitation programmes, improve prison conditions and uphold the rights and welfare of individuals within the correctional system.
