PGO files charges against 12 over Binveriyaa Scheme document forgery

The Prosecutor General’s Office (PGO) has filed charges at the Criminal Court against 12 individuals in connection with forged documents falsely claiming land ownership in Hulhumalé under the Binveriyaa Scheme.

The charges were submitted on 1 March 2026.

Two individuals have been charged with creating forged registry documents and agreements while processing application forms during the period when applications were open for land allocation in Hulhumalé and Gulhi Falhu under the Binveriyaa Scheme.

In a related case, one individual has been charged with collaborating with another accused person to produce forged registry documents and agreements falsely indicating ownership under the scheme.

Nine individuals have been charged with knowingly submitting forged documents to HDC in order to obtain permission to carry out boundary fencing works on plots they claimed to own.

The PGO also confirmed that alleged corruption linked to the Binveriyaa Scheme is under separate investigation by the Anti-Corruption Commission. Further charges will be determined after that investigation is completed.
