Kinbidhoo-Veymandoo link and Elaa tourism projects open for EOI

The Government has invited Expressions of Interest (EOI) from qualified local and international parties to finance and develop a project in Thaa Atoll, involving the construction of a link between Kinbidhoo and Veymandoo, as well as the development of Elaa into an integrated tourism island.

Situated on the southern edge of Thaa Atoll, Veymandoo and Kinbidhoo lie on either side of the uninhabited island of Elaa. Owing to their geographic dispersion and relatively small populations, many islands in the atoll face challenges in accessing consistent, high-quality public services. Veymandoo, as the administrative capital and the most populous island, benefits from comparatively better infrastructure and facilities. In contrast, Kinbidhoo and other inhabited islands remain underserved.

With Elaa designated for resort development, there is an opportunity to harness its location and potential to deliver shared economic and social benefits across the atoll.

Approved by Presidential Decree on April 1, the project aims to enhance inter-island connectivity while unlocking the region’s economic potential. The Government anticipates that linking these islands will bring multiple advantages, including more efficient transport and logistics, improved access to essential services such as healthcare and education, and increased trade and tourism. These improvements are expected to strengthen community ties and contribute to more balanced, inclusive development across Thaa Atoll.

The Ministry of Construction, Housing and Infrastructure has outlined several financing and implementation options. These include a cross-subsidisation model that allows investors to incorporate commercially viable components to offset capital and operational costs. Other models include contractor financing, public-private partnerships (PPP), and loan-based structures, offering flexibility to potential investors.

Interested parties with demonstrated technical and financial capability are invited to submit their Expressions of Interest via email by 1 p.m. on June 30. The Government encourages both domestic and foreign entities to participate in this opportunity to support the long-term development and prosperity of Thaa Atoll.
