Agreement with Malaysia’s Hextar terminated; council secretariat project to continue

The Government has cancelled its agreement with Malaysia’s Hextar Global to construct council secretariats across 55 islands and will soon select a new contractor to carry the project forward.
The decision was announced by Minister of Cities, Local Government and Public Works Adam Shareef Umar via his official X account.
According to the Minister, the agreement was terminated after the company declined to accept changes proposed by local councils, and no compensation will be paid as a result of the cancellation.
The Minister, also speaking to MMTV, assured that the project to build council secretariats will continue despite the contract termination. He stated that the Ministry has already received proposals from other interested parties, including Maldivian companies, and expects to hand the project over to a new contractor soon.
Construction of the 55 council secretariats is part of President Dr Mohamed Muizzu’s pledge to address space and resource constraints faced by local councils. During a visit to Haa Dhaalu Makunudhoo in February 2024, the President announced plans to simultaneously build 50 council secretariats.
A Ministry assessment has identified that 187 councils across the Maldives currently face significant shortages in space and resources. While 55 secretariats were planned under the cancelled contract, an additional 50 council secretariats are budgeted under the Public Sector Investment Program (PSIP).
