New procurement reforms will strengthen anti-corruption measures: Fenaka MD

Managing Director of Fenaka Corporation, Mohamed Najah, has announced that the company’s revised procurement policy, set to take effect in January, will significantly strengthen oversight and help resolve long-standing corruption issues.
Najah made the remarks while briefing the Parliament’s Environment and Climate Change Committee. He stated that the current Administration inherited “serious negligence” in the company’s operations and that substantial reforms were needed to restore proper governance.
According to Najah, the procurement policy previously in use conflicted with guidelines set by the Public Finance Regulation, prompting a comprehensive review. The first phase of the reforms has now been completed, and the revised draft policy has been submitted to Fenaka’s board for approval. The aim, he said, is to fully implement the new system starting 1 January.
Najah noted that employees will receive training to familiarise themselves with the updated procedures. Under the new policy, accountability will extend beyond the official who signs procurement documents, with every staff member involved in each stage of the process being held responsible.
A dedicated procurement committee will also be established to oversee and evaluate the technical aspects of major procurements, ensuring decisions follow a two-tier oversight mechanism.
Najah added that Fenaka has strengthened its internal audits, now conducted at three levels to improve transparency.
Recent audit findings by the Auditor General’s Office revealed multiple serious cases of fraud within the former Fenaka operations during the previous administration. Separate investigations by the Anti-Corruption Commission and other oversight bodies are ongoing, with several cases already forwarded to court for prosecution.
