Ministry warns of penalties for animal abuse and abandonment

The Ministry of Agriculture and Animal Welfare has issued an urgent appeal to the public to refrain from acts of cruelty against animals following a rise in reports involving abuse, injury, and abandonment.

In a statement released Monday, the Ministry reminded citizens that animals are sentient beings capable of experiencing pain and distress, noting that their protection is a humanitarian, religious, and legal obligation.

With the recent ratification of the Animal Welfare Act, the fundamental rights of animals are now legally established in the Maldives, aligning with international standards. These protections include five core freedoms: freedom from hunger and malnutrition; freedom from fear and distress; freedom from physical discomfort; freedom from pain and injury; and the liberty to express natural behaviours without unnecessary restriction.

The Ministry emphasised that the new legislation carries strict penalties for those who violate these rights. Under Article 80 of the Act, both active cruelty and the abandonment of domesticated animals in public areas are strictly prohibited. Individuals found guilty of animal cruelty face fines ranging from MVR 5,000 to MVR 50,000, depending on the severity of the offense. Furthermore, those who abandon animals without proper care may be fined between MVR 5,000 and MVR 10,000, with some violations potentially leading to imprisonment.

Highlighting the Islamic principles of compassion and kindness toward all living creatures, the Ministry called on the community to act responsibly and report any incidents of abuse to the relevant authorities.
