Hulhumalé regulation revised to allow buildings up to 10 storeys

The Ministry of Finance and Plaaning has introduced new development control regulations for Hulhumalé, allowing buildings of up to 10 storeys on residential plots larger than 901 square feet.
According to the regulation, the maximum building height has been set at 30.5 metres for larger plots, while smaller land sizes will be subject to tiered height limits based on area. The framework also establishes standards for setbacks, floor space index, parking and overall building design to ensure structured and sustainable urban development.
The regulation, which will be implemented by the Housing Development Corporation (HDC), requires developers to obtain design approvals and construction permits through the corporation’s online portal before commencing work, with the Government stating that the move is aimed at improving transparency and efficiency in development projects.
Under the new rules, limited commercial activities will be permitted on designated floors depending on the height of the building, while industrial operations, warehousing and activities causing noise, pollution or public disturbance are prohibited in residential areas.
The regulation further outlines requirements for modern infrastructure, including parking provisions, waste storage, ventilation, safety standards and digital connectivity, while also mandating accessibility features and the integration of renewable energy solutions such as rooftop solar panels, replacing the Hulhumalé planning and building regulations 2023.
