Zakat bill forwarded for committee review

Parliament has accepted the Zakat Bill, which aims to establish a modern legal framework for regulating the collection and distribution of zakat in the Maldives.

The legislation, proposed by Vilufushi MP Hassan Waheed on behalf of the Government, was supported by 72 lawmakers during today’s sitting and has been referred to the Social Committee for further review.

The bill aims to strengthen the administrative system for zakat, ensure the transparent and efficient use of zakat funds, and align the process with international best practices while preserving Islamic principles. Once enacted, it will establish a comprehensive legal basis for zakat in the country, bringing the Maldives in line with other Islamic nations such as Malaysia, Kuwait, the UAE, and Egypt.

Minister of Islamic Affairs Dr Mohamed Shaheem Ali Saeed welcomed the development, describing it as a landmark step in the nation’s Islamic history. He noted that the framework had been formulated in accordance with international standards and the examples of leading Islamic countries. The Minister emphasised that the bill would allow for zakat funds to be invested under judicially compliant guidelines, thereby generating resources to support eligible recipients.

According to the Ministry, the new law will make it easier for those living below the poverty line to access housing, medical care, and other essential services. The Zakat Fund will also be managed to adapt to changing needs and circumstances, with the ultimate goal of contributing significantly to poverty alleviation across the Maldives.

Under the bill, the President, acting on the advice of the Minister for Islamic Affairs, will set the National Policy on Zakat, covering both the collection and distribution of funds across the Maldives. The Minister will be tasked with publicising zakat policies, providing guidance, and advising law enforcement and other government agencies on their implementation.

The legislation also mandates the creation of a Zakat Council within 60 days of the law coming into force. The council will advise the Minister and oversee the administration of the zakat system through the Maldives Zakat House. It will consist of nine members, including the Minister, the Director General of the Maldives Zakat House, and two presidential appointees.
