Tourism Ministry invites bids to develop 13 lagoons across northern atolls

The Ministry of Tourism and Environment has opened bids for the development and operation of tourist resorts in 13 lagoons across the northern atolls of the Maldives. The deadline for submission of bids is 03 February 2026 at 11:00 am.
According to the Ministry, the lagoons include 2 in Haa Alifu Kelaa, 3 in Haa Alifu Maadhuni Faru, 2 in Haa Dhaalu Makunudhoo Faru, 3 in Haa Dhaalu Maafaru, and 3 in Shaviyani Gonaa Faru. Each resort developed in these lagoons must have a minimum capacity of 150 beds.
The lagoons will be leased for a period of 50 years, and construction must commence within 35 months of land allocation. The Ministry has announced several concessions for developers, including exemption of up to 15 per cent of the capital investment for resort development items, as well as duty exemptions on furniture, kitchen equipment, electronics, and other related materials.
The Government has prioritised expanding tourism in the northern region, which has long faced concerns over limited development compared to other parts of the Maldives. Tourism growth in the area is expected to accelerate with the opening of Hanimaadhoo International Airport.
Speaking at the airport’s inauguration in November, President Dr Mohamed Muizzu urged both local and international investors to seize the “golden opportunity” presented by the northern atolls, emphasising the region’s strong potential for growth and development.
