Applications for 7,900 flats and 15,000 land plots will open from 15 January 2026 to 14 April 2026 under the Government’s Housing for All policy, following the gazetting of the guidelines by the Ministry of Construction, Housing and Infrastructure.
A total of 15,000 plots of land will be leased, with allocations divided into Category One for Malé residents and special priority categories in the Greater Malé region and Ras Malé, and Category Two for residents of other islands living in Malé, who will receive land from Ras Malé.
The rules also state that 10,000 land plots will be provided for Malé residents, 3,000 plots for residents of other islands residing in Malé City, and 2,000 plots for special priority categories. In addition, 1,000 plots and 1,000 flats will be allocated to applicants registered in the Malé City Register.
Flat allocation has also been divided across specific groups. 4,000 flats will be allocated to Malé residents, 1,500 flats to residents of other islands residing in Malé City, and 2,400 flats to special priority categories. Priority will be given to families without housing of their own, including families with disabilities, families caring for elderly parents, and families with children under 18.
The Ministry stated that amendments were brought to the guidelines after public concerns were raised. Under the revised rules, applicants with children under 18 who currently hold a one-bedroom or two-bedroom unit may apply for a three-bedroom flat if they agree to release their existing unit as determined by the Government. The policy also allows applications even if the applicant or spouse owns more than 400 square feet of land or housing outside the Greater Malé Area.
The Housing Ministry said the updated rules now replace previous announcements and confirmed that applications for flats and plots will open on 15 January.
