The Ministry of Infrastructure, Housing and Urban Development is nearing completion of the handover of ownership documents for land plots allocated under the Binveriya Scheme in Gulhifalhu, with only 1,755 recipients yet to receive their documents.

A total of 3,548 plots were allocated in Gulhifalhu under the Binveriya Scheme, with the ministry beginning the handover of land registration documents and agreements in September last year.

To date, registration documents and agreements have been issued for 3,043 plots, while ownership documents confirming the transfer of 1,793 plots have been handed over.

The ministry said ownership documents for the remaining recipients have yet to be issued as some allocated plots are located within active construction sites, while others are affected by revisions to the Gulhifalhu land use plan, preventing the registration process from being completed.

Recipients were previously given an extended period to sign updated registration documents and agreements through appointments booked via the Hiyaavehi Portal. The ministry has since introduced an online service allowing eligible recipients to download their ownership documents directly through the portal.

The online service is currently available only to recipients whose plot registrations have been completed following amendments to the land use plan. Ownership documents for plots located within active construction zones will be issued once work in those areas is completed.

The Gulhifalhu land use plan has been revised three times to support the island's long-term development. The latest plan allocates more land for residential and social housing while setting aside space for essential public services, including education, healthcare and industrial activities, as well as parks and recreational areas to support the development of a more liveable community.
