Government introduces bill to establish legal framework for national service

The Government has submitted a bill to the People’s Majlis seeking to establish a legal framework for the National Service programme.

The proposed legislation, titled the National Service Bill, was submitted on behalf of the Government by Kulhudhuffushi South constituency Member of Parliament Faruhath Mohamed. The bill aims to introduce a structured national service programme focused on developing the physical, technical, and intellectual capabilities of Maldivian youth, while clearly defining how the programme will be implemented and outlining the responsibilities of authorities overseeing it.

The bill sets out procedures for the enrolment of participants, as well as the conditions under which participants may be unenrolled or removed from the service.

Under the bill, Maldivian youth aged between 16 and 28 will be eligible to participate in the programme. Participation by those under the age of 18 will require the consent of a legal guardian, as well as the willingness of the participant. Applicants will also be required to pass a medical assessment conducted in line with regulations formulated under the law.

During the basic education and training phase, the Ministry of Defence will be responsible for covering participants’ accommodation, meals, healthcare, and transportation costs. The bill also provides for an allowance to be paid to participants during this period.

Upon completion of basic education and training, participants will be required to serve in a designated uniformed service. The duration of service will not exceed one year and will be determined by a specially established governing council. The bill further states that participants may be offered employment opportunities within uniformed services upon completion of their service.

If enacted, the governing council will oversee the implementation of the National Service programme. The council will be chaired by the President, with the Minister of Defence serving as Vice Chair. Its members will include the Minister of Finance, the Minister of Homeland Security, the Chief of Defence Force, and the Commissioner of Police.
