President opens debate on council reform plan

President Dr Mohamed Muizzu has initiated public consultations on a proposal to restructure local councils whilst preserving democratic representation.

Speaking to residents of Gaafu Dhaalu Fiyoari during his ongoing Huvadhu Atoll tour, President Dr Muizzu proposed maintaining current councillor numbers but limiting full-time positions to council presidents and vice presidents, who could run as paired candidates to ensure aligned political ideologies. Under this system, common in developed nations, other council members would receive attendance-based allowances.

The restructuring would extend to Women's Development Committees (WDC), with presidents and vice presidents serving full-time whilst other members receive per-sitting allowances. The law would be amended to ensure part-time allowances retain salary status, protecting members' benefits.

For city councils, the proposal would establish mayors and deputy mayors as full-time executive officers, with other members receiving session-based allowances.

The President called for comprehensive public dialogue on the proposal, encouraging discussions at both technical and community levels. He emphasised his Government's commitment to development through public consultation, reiterating his dedication to citizen-led decision-making.
