LGA revokes Dhonfan Council’s reef diving ban

The Local Government Authority (LGA) has revoked the Baa Dhonfan Island Council’s ban on diving at the island’s reef. The restriction had been imposed ahead of planned protests by residents urging the Government to resume the island’s land reclamation project.

In a statement issued on Thursday, the LGA declared the move unlawful, citing the Decentralisation Act, which affirms citizens’ right to engage in any activity not expressly prohibited by law within council jurisdictions. While the reef area falls under the council’s administration, the authority stressed that public access cannot be curtailed without a legal basis. Citizens, it added, may continue their activities without requiring special permission.

The council’s order had closed the island’s house reef to all diving and snorkelling. The restriction, it explained, was linked to ongoing peaceful demonstrations following confirmation that the reclamation project would not proceed.

The zone extended 700 metres from the reef and covered tourists staying at nearby resorts and guesthouses, as well as safari vessels and private operators. According to the council, residents planned to stage protests in the area at different times of the day, using a range of vessels.

Officials argued that the measure was introduced primarily to ensure public safety. The council had warned that entering the restricted zone during the demonstrations could pose risks and stated that anyone found diving or snorkelling there would be reported to the authorities for immediate action.
