Revised registration process announced for Hulhumalé Phase III and Gulhifalhu plots

The Ministry of Construction, Housing and Infrastructure has announced a new registration process for recipients of land plots in Hulhumalé Phase III, while providing an additional opportunity for landholders in Gulhifalhu to sign land agreements following revisions to land use plans.

In an announcement published in the Government Gazette, the Ministry said changes to the land use plan for Hulhumalé Phase III have resulted in adjustments to plot locations. As a result, a re-evaluation lottery was conducted among land recipients on 20 of last month. The Ministry stated that previously issued land registries will be cancelled and replaced with new registries reflecting the revised allocations.

According to the Ministry, landholders who have not yet received their land registry or completed the land handover agreement will be required to re-sign the relevant documents. Appointments for this process can be requested through the Hiyaavehi portal, with applications open until 15 March.

The Ministry also announced similar arrangements for landholders in Gulhifalhu. Following revisions to the Gulhifalhu land use plan, individuals who have not yet signed their land agreements or completed registration will be given another opportunity to do so. Appointments for Gulhifalhu land registration can also be requested through the Hiyaavehi portal until 15 March.

Applicants requesting appointments are required to submit supporting documents, including a copy of the ID card of a witness attending the agreement signing, copies of any power of attorney documents and attorney ID cards where applicable, the previously signed land allocation agreement, and the earlier-issued land registry.

Under the Binveriya Scheme, a total of 698 plots across seven sizes were allocated in Hulhumalé Phase III, with land reclamation for the project now completed. In Gulhifalhu, 3,548 plots are to be leased, while the broader scheme provides for a total allocation of 9,001 plots, most of which have already been handed over.

The Ministry noted that the Gulhifalhu master plan was revised in 2024. In line with the updated plan, major works were awarded to a Chinese contractor by the end of 2025, while selected utility works are to be carried out by MTCC and RDC to accelerate project implementation.
