President Dr Mohamed Muizzu has ratified the 9th Amendment to the Employment Act, introducing several changes aimed at strengthening labour regulations and supporting businesses.
The amendment was passed by the People’s Majlis during the fifth sitting of its first session for the year, held on 8 March 2026.
One of the main objectives of the amendment is to strengthen procedures related to employment termination and to review the quota fees required for recruiting expatriate workers. The changes include provisions to establish criteria for exempting certain parties from these fees, while addressing implementation challenges and protecting the rights of both employers and employees.
Among the key changes is an extension of the period during which employees are entitled to time off for childcare. Under the amendment, employees may take time off for childcare from the date they return from maternity leave until the child reaches two years of age. Previously, this provision applied only until the child reached one year of age.
The amendment also allows the Cabinet to exempt certain Micro, Small and Medium Enterprises (MSMEs) from paying quota fees. The measure is intended to support the growth of small and medium sized businesses, encourage new enterprises and strengthen competition in the market.
In addition, the amendment designates International Labour Day as an official public holiday. It also introduces a requirement for officers of the Labour Relations Authority to maintain confidentiality during their employment and after leaving their position. Breaches of this obligation will carry fines ranging from MVR 5,000 to MVR 25,000.
The amendment has come into effect following its ratification and publication in the Government Gazette.
