Presidential Commission of Inquiry releases its rules of procedure

The Presidential Commission of Inquiry into the incident that occurred in Malé City on April 18 has released its rules of procedure, outlining its powers and responsibilities. 

The Commission has been tasked with conducting an independent, autonomous, and credible investigation into the incident involving a young person who was discovered collapsed on the rooftop of a building in Henveiru in Malé City on April 18. The President has appointed five members to this commission. 

According to its rules of procedure, the commission must hold at least five meetings per week. If a member cannot attend, they are required to inform an hour before the meeting. Under the Rules of Procedure, failure to attend a Commission meeting without a valid excuse is considered an ethical violation.

The Special Presidential Commission of Inquiry has been vested with the following powers:

  • Seek cooperation and assistance from all state institutions, agencies, and individuals as necessary
  • Engage specialised foreign expertise to support the inquiry
  • Exercise investigative powers accorded to law enforcement agencies under the Criminal Procedure Act (Law No. 12/2016)
  • Request arrest warrants and other judicial orders necessary for the inquiry
  • Summon individuals for questioning and demand the production of relevant documents and evidence
  • Request documents, evidence, and information obtained by any institution or body that has previously investigated the incident

The Commission will continue to function until the President formally declares that its mandate has been fulfilled.
