Members of Parliament (MPs) have strongly backed the Animal Welfare Bill, highlighting its importance in protecting animal rights and establishing clear regulations for their welfare.
The bill, proposed by the Government on behalf of Hinnavaru MP Mohamed Abdul Rahman, was extensively debated before being passed with 43 votes during the 11th sitting of the first session of the 2025 Parliament on Tuesday.
During the discussions, MP Abdul Rahman emphasised that the bill is designed to ensure the sustainable and safe keeping, breeding, and trade of animals in the Maldives. He pointed out that clear regulations are needed to safeguard animal health, prevent zoonotic diseases, and set import and export standards.
Calling it the first legislation of its kind, he expressed confidence that the bill will address a major concern of the Maldivian public and bring the country in line with international animal welfare standards.

Reinforcing this point, MP Hassan Zareer of Alif Alif Mathiveri highlighted that most nations already have laws and regulations in place to protect animals and birds, making it essential for the Maldives to follow suit.
South Maafannu MP Abdulla Rifau noted that the bill is particularly relevant in today’s context, as a rising number of young Maldivians are advocating for stronger protections for their pets. He stressed that this demand highlights the need for a clear legal framework in protection of animals.

MP Abdul Rahman also highlighted that the bill aligns with United Nations Sustainable Development Goals (SDGs) 14 and 15, which focus on marine and terrestrial conservation. He emphasised that its implementation will contribute to the Maldives' efforts in achieving these global sustainability targets.
With broad parliamentary support, the bill has now been referred to the Committee on Social Affairs for further review.
If enacted, the Animal Welfare Bill is expected to introduce comprehensive regulations governing animal rights, health, and trade, marking a major milestone in the Maldives' approach to animal protection.
