15th amendment to Maldives Tourism Act ratified

President Dr Mohamed Muizzu has ratified the 15th amendment to the Maldives Tourism Act, following its approval by the People’s Majlis on March 19, 2025.
The amendment, which is now in effect, introduces significant changes to the allocation of islands, land, and lagoons for tourism development, as well as the management of tourism funds.
Under the amendment, the President is empowered to designate uninhabited islands and lagoons within council jurisdictions for tourism development. However, land for tourism purposes on inhabited islands must align with local urban development plans. The amendment also sets guidelines for resort development under the cross-subsidy model, with a focus on meeting Government policies aimed at economic and social benefits.
Additionally, the amendment introduces changes to lease extensions, which now require a fee and can be granted for a maximum of 49 years. It also mandates the Ministry of Tourism and Environment to regulate the closure and redevelopment of tourism establishments, ensuring compliance with newly established safety and operational standards.
A key aspect of the amendment is the creation of a new Tourism Trust Fund, replacing the previous Tourism Industry Trust Fund. The new fund will be used to support the development of the tourism sector and will be funded by various sources, including sponsorship funds from tourism activities and investments made by the Ministry.
The amendment also outlines a one-year deadline for the Ministry to establish a compliance code for safety and operational standards in tourism services. The changes are part of broader efforts to enhance the sustainability and regulation of the tourism industry in the Maldives.
The ratification of the amendment is a significant step in the Government’s push to modernise the legal framework governing tourism and improve financial oversight in the sector.
