President updates investment policy under new Decree

President Dr Mohamed Muizzu has amended the investment policy through Presidential Decree No. 6/2025, which revises the previous decree governing cross-subsidy investment projects.

The Decree outlines plans for the development of multiple airports across various islands, including HA. Dhidhdhoo, HDh. Makunudhoo, and several others in Sh. and R. Atolls, along with additional airports in Huvadhu and Laamu Atolls. The amendment also includes provisions for the Asseyri tourism project in Laamu Gan and Addu City. Additionally, 15 hectares of land will be reclaimed from Kaafu Giraavaru lagoon for the ‘Hope Island’ project to support at-risk children, while 30 hectares will be allocated for the new Central Prison Complex.

The Decree prioritises national security and housing initiatives, with major land reclamation projects planned for Rasmale’, Gulhifalhu, Giraavarufalhu, and Uthuru Thila Falhu. The Government also plans to build roads and utility networks in newly reclaimed areas and establish causeway links between several islands, including Thaa Veymandoo, Thaa Kin'bidhoo, Laamu Hithadhoo, and Laamu Kunahandhoo.

Under the new policy, the President is authorised to allocate islands, lagoons, and land for tourism development, with a focus on projects benefiting the nation’s economy and social welfare. The amendment also introduces minimum investment requirements and outlines new regulations for lease extensions and redevelopment of tourism establishments. Furthermore, the Tourism Industry Trust Fund will be replaced by a new Tourism Trust Fund to support sector growth.
