Maldives undergoes review of first national climate transparency report

The Maldives has commenced the in-country technical review of its First Biennial Transparency Report (BTR) in partnership with the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat.
The BTR, which was submitted to the UNFCCC ahead of the 31 December 2024 deadline, presents the Maldives’ latest data on greenhouse gas emissions, climate mitigation efforts, adaptation actions, and the financial, technical, and capacity-building support received or required.
The Maldives became the third Small Island Developing State (SIDS) to submit the report, and received the BTR Champion Certificate in recognition of this achievement.
The Technical Expert Review (TER), now underway, is designed to assess the quality and transparency of the report. A team of UNFCCC-appointed experts will carry out consultations, verify reported information, and provide recommendations to improve the Maldives’ climate data systems and future reporting processes.
This review also aims to identify specific areas where the country can enhance its monitoring, reporting, and verification (MRV) mechanisms. It will help determine future capacity-building needs and improve the technical rigour of upcoming submissions under the Paris Agreement's Enhanced Transparency Framework.
The findings from this review will contribute to the development of the Maldives’ second BTR, which is expected to be submitted in 2026.
While all Parties to the Paris Agreement are expected to submit a Biennial Transparency Report (BTR), Small Island Developing States (SIDS) such as the Maldives are permitted to do so at their discretion.
