President revises composition of Special Committee on April 18 incident

President Dr. Mohamed Muizzu has amended the composition of the "Special Presidential Commission of Inquiry into the 18 April 2025 incident in Malé," established on April 27, 2025.

Upon the Commission’s formation, the President appointed three members to the commission. The three members were: 

  • Dr Mohamed Munavvar of G. Hassankaarige 
  • Brigadier General (Retired) Ahmed Mohamed of V. Almaan
  • Dr Mohamed Habeeb of Seesanmaage in S. Hithadhoo

Following the amendment, new members were appointed to the commission, while Dr Mohamed Habeeb was withdrawn. 

The current members of the commission are:

  • Dr Mohamed Munavvar, G. Hassankaarige
  •  Brigadier General (Retired) Ahmed Mohamed, V. Almaan
  • Dr Moosa Murad, Malé Registry Number 641
  • Jabeen Mohamed, Moonimaage, Th. Veymandoo
  • Aminath Eenaas, H. Habaruge

Dr Mohamed Munavvar has been appointed as the President of the Commission. 

The Commission has been tasked with conducting an independent, autonomous, and credible investigation into the incident involving a young person who was discovered collapsed on the rooftop of a building in Henveiru in Malé City on April 18.

The Special Presidential Commission of Inquiry has been vested with the following powers:

  • Seek cooperation and assistance from all state institutions, agencies, and individuals as necessary
  • Engage specialised foreign expertise to support the inquiry
  • Exercise investigative powers accorded to law enforcement agencies under the Criminal Procedure Act (Law No. 12/2016)
  • Request arrest warrants and other judicial orders necessary for the inquiry
  • Summon individuals for questioning and demand the production of relevant documents and evidence
  • Request documents, evidence, and information obtained by any institution or body that has previously investigated the incident

The Commission will remain active until the President formally announces that its mandate has been completed.

In connection with the ongoing investigation, the police have taken Raudh Ahmed Zilal of G. Eriyadhoo into custody and remanded him for five days after his court appearance.

The Police also confirmed that a travel ban has been imposed on eight persons of interest, including Raudh. Investigators obtained court orders to search two properties linked to the investigation.

Authorities also confirmed that Raudh was with the young woman inside the building during the incident, with CCTV footage released by the police showing both of them together at the scene.
