Central Prison Complex and Hope Island projects attract 3 global firms

Four firms, including three international companies, have submitted proposals to develop a Central Prison Complex and a rehabilitation facility for juvenile offenders on Hope Island.

Speaking on a PSM News programme, Minister of Homeland Security and Technology Ali Ihusaan confirmed that proposals were received from companies based in the United States, China, and Malaysia, along with one from a local firm. The project is expected to commence next month.

He noted that the evaluation process to select a contractor will begin once all final proposals are submitted.

The project seeks to centralise the country’s dispersed prison facilities into a single complex, while establishing a dedicated rehabilitation centre for minors exposed to criminal environments.

According to the Minister, consolidating prison services is expected to reduce operational costs by 40 per cent. He added that the initiative will enhance prison management in line with international standards and support a more effective rehabilitation system for offenders.

The Minister also highlighted the challenges of managing multiple facilities across different islands, stating that it currently costs approximately USD 1,750 to incarcerate a single inmate.

The Hope Island development will involve reclaiming 15 hectares of land and is designed to accommodate up to 700 individuals, including staff. The facility will include living quarters, an education centre, vocational training areas, sports amenities, a healthcare unit, a mosque with a capacity of 700, and designated spaces for family and community interaction.

The Government previously announced that juveniles admitted to the centre will remain there until the age of 18. The facility will offer programmes focused on behavioural development, education, vocational skills, work experience, and other rehabilitation opportunities.

For the Central Prison Complex, a total of 30 hectares will be reclaimed. The site will include residential blocks, a drug rehabilitation centre, a halfway house, education and training facilities, a medical unit, and a mosque with a capacity of 1,000.

The project ultimately aims to streamline prison operations by consolidating services into a single, purpose-built facility.
