The National Service Bill has been referred to the Parliament's National Security Services Committee for further review.
The bill was submitted on behalf of the Government by Faruhath Mohamed, Member of Parliament for the South Kulhudhuffushi constituency. It proposes the introduction of a structured national service programme aimed at developing the physical, technical, and intellectual capabilities of Maldivian youth, while setting out a clear framework for its implementation and governance.
The legislation outlines procedures for enrolment, as well as conditions under which participants may be withdrawn or removed from the programme.
Under the bill, Maldivian youth aged between 16 and 28 will be eligible to participate. Individuals under the age of 18 will be required to obtain consent from a legal guardian, in addition to their own willingness to take part. All applicants must also undergo and pass a medical assessment conducted in line with regulations established under the law.
During the basic education and training phase, the Ministry of Defence will be responsible for covering accommodation, meals, healthcare, and transportation costs for participants. The bill also provides for an allowance to be paid during this period.
Following the completion of training, participants will be required to serve in a designated uniformed service. The duration of service will not exceed one year and will be determined by a governing council established under the programme. The bill further states that participants may be offered employment opportunities within uniformed services upon completion of their service.
If enacted, the programme will be overseen by a governing council chaired by the President, with the Minister of Defence serving as Vice Chair. The council will also include the Minister of Finance, the Minister of Homeland Security, the Chief of Defence Force, and the Commissioner of Police.
