Advocates meet President to raise concerns over prolonged pre-trial detention

Advocates representing individuals held in prolonged pre-trial detention met with President Dr Mohamed Muizzu on Wednesday to raise concerns about extended detention without trial and propose possible solutions.
The meeting, held at the President's Office, focused on identifying practical solutions to reduce extended detention periods and improve conditions for individuals held without trial.
The advocates proposed introducing monitored release mechanisms, such as electronic tagging and other supervised alternatives, as a means to reduce reliance on long-term detention. They also highlighted the need to strengthen the judiciary’s administrative and infrastructural capacity in order to expedite case processing.
Concerns were raised about the conditions in detention facilities, with the advocates emphasising the importance of ensuring standards that uphold human dignity.
In response, President Dr Muizzu reiterated that the introduction of a structured bail system remains a key Government policy. He stated that discussions with the Prosecutor General and the Attorney General are planned to explore the operational aspects of implementing monitored release options.
The President also noted that work is ongoing to develop a new court complex as part of broader efforts to improve judicial efficiency. He said interim measures are being considered to accelerate hearings and reduce case backlogs.
Additionally, the advocates also presented a document with short-term proposals and data on individuals affected by extended pre-trial detention.
The issue of prolonged pre-trail detention was also raised during a press conference held by the President on Saturday, where he highlighted that relocating judicial offices would help ease overcrowding and improve workflow within the justice system. He added that limited space at the Prosecutor General’s Office has contributed to delays, prompting the Government to initiate expansion measures at the institution.
