President ratifies second Amendment to Tobacco Control Act

President Dr Mohamed Muizzu has ratified the second Amendment to the Tobacco Control Act (Act No. 15/2010). 

The second amendment to this act introduces a landmark generational ban aimed at safeguarding public health and protecting future generations from the harmful effects of tobacco.

Key provisions of the Amendment include:

  • Generational ban and youth restrictions: The sale, purchase, and use of tobacco products are prohibited for individuals born on or after January 1, 2007. Additionally, individuals under the age of 21 are barred from participating in any tobacco-related sales or commercial activities, further shielding young people from tobacco exposure.
  • Ban on production equipment and e-Cigarettes: The import, possession, and use of machinery for tobacco production, as well as electronic cigarettes, vaping devices, and related accessories, are strictly prohibited.
  •  Prohibition of advertising and sponsorship: All forms of tobacco advertising, sponsorship, and promotional activities are banned under the amended law.

A system has been established to ensure the transparent, accountable disposal of confiscated tobacco products, electronic cigarettes, vapes, and related equipment, providing public reassurance.

The Amendment also reinforces the country’s commitment to reducing tobacco-related illnesses and promoting a healthier, more resilient society.

The ratification ceremony held at the President's Office was attended by senior officials from relevant sectors, along with some school students born after January 1, 2007. Furthermore, the President addressed questions from journalists regarding the bill and shared details about its key provisions and the benefits it is expected to bring to citizens.

Passed during the 30th sitting of Parliament on May 13, 2025, the Amendment has been published in the Government Gazette and will come into effect on November 1, 2025
