President urges councils to prioritise public service over politics

President Dr Mohamed Muizzu has called on local councils and institutions to work together in serving the public, stressing that political ideologies should not hinder progress.

Speaking to Dharavandhoo community during his tour of Baa Atoll, the President emphasised that when political interests outweigh community welfare, it is ultimately the public that suffers. He pledged to take measures to prevent such outcomes and reaffirmed his commitment to delivering comprehensive services through good governance.

Addressing recent debate over the Government’s amendments to the Decentralisation Act, the President rejected claims that the changes undermine local councils. He explained that the amendments, passed by Parliament and awaiting ratification, are intended to strengthen governance, protect small businesses, and ensure responsible management of public resources.

Key provisions in the Decentralisation Act include setting a minimum investment of MVR 10 million for local authority companies to prevent competition with small and medium enterprises in rural areas, prohibiting rent charges for land allocated to essential public services, and requiring councils to pay income tax on business profits. The reforms also call for greater financial transparency by sharing account details with the Local Government Authority.

In addition, during the year before council elections, permission from the Finance Ministry and the LGA will be needed to allocate land or hire staff, a measure aimed at preventing politically motivated actions outside approved development plans.

The President said most councils carry out their duties with integrity but stressed the importance of accountability in fulfilling pledges. He added that effective public service depends on transparency, professionalism, and putting citizens’ needs first.

Highlighting development priorities for Dharavandhoo, he announced that eight new classrooms, office premises, and a multipurpose hall will be constructed at Baa Atoll School. He also pledged major upgrades to health services, new sports and recreation facilities, road and harbour improvements, and additional benefits through tourism initiatives.

Noting Dharavandhoo Airport’s role as one of the most successful regional airports, the President confirmed plans for its upgradation, with Island Aviation Services tasked to carry out the project in line with legal procedures.

He concluded by urging all councils to set aside political differences, treat all citizens equally, and cooperate in delivering accountable and professional governance.
