Decentralisation is the Constitution’s greatest gift to the people: Minister Adam Shareef

Minister of Cities, Local Government and Public Works Adam Shareef Umar has described decentralisation as the greatest gift granted to Maldivians under the Constitution, emphasising that it returns power to the people and strengthens democratic governance.
Speaking at the closing ceremony of ceremony of the Kaaf Forum 2025, Minister Adam Shareef said decentralisation places authority in the hands of citizens, shifting powers that were once centralised under the president. He noted that President Dr Mohamed Muizzu’s Administration is committed to reinforcing and advancing the decentralised governance framework throughout the country.
The Minister highlighted that while significant progress has been made with the support of the Local Government Authority (LGA), further work is required to refine and strengthen the system. Reflecting on his previous experience in the education sector, Minister Adam Shareef stressed the importance of understanding public aspirations and building strong relationships to ensure effective governance
He also noted that the current LGA board consists of capable and experienced members, assuring that the Ministry will work closely with the authority to support island councils across the country. The Minister further stated that the President remains engaged with councils to ensure they are empowered to meet the needs of their constituencies.
The Kaaf Forum 2025, held in Kaafu Thulusdhoo, brought together council representatives and stakeholders from across the Atoll. Minister Adam Shareef described the forum as both successful and beneficial, noting its role in strengthening collaboration within the decentralised governance network.
