LGA instructs councils not to issue residency letters without official records

The Local Government Authority (LGA) has instructed councils not to issue documents certifying long-term residence in Malé City if such claims cannot be verified through official records maintained by councils or State institutions.

In a circular issued to councils, the LGA said it has received reports of individuals requesting letters stating they have resided in Malé City for more than 15 years, in connection with applications submitted under the Government’s Aailee Boahiyaavahikan (Family Housing) Programme for flats and land plots.

Referring to the housing policy issued by the Ministry of Construction, Housing and Infrastructure, the LGA noted that proof of residence in Malé City must be based on official documentation maintained by a recognised State institution. Where such records exist, certification issued by the relevant authority may be submitted as supporting evidence.

However, the LGA stressed that councils should not issue residency letters based on information that is not supported by official records held by city or island councils. In its communication, the authority requested councils to refrain from issuing such documents if residency in Malé City cannot be verified through officially maintained data.

Speaking on State media, Minister of Construction, Housing and Infrastructure Dr Abdulla Muththalib said that Council president's are not allowed to issue letters certifying 15 years of residence in Malé City without proper documentary evidence. 

Alternative forms of proof may be accepted, including employment records, documents showing the establishment of a family in Malé City, and notarised confirmation from the owner of a residence in Malé where the applicant has lived.

The guidance comes as applications continue under the Aailee Boahiyaavahikan programme, with authorities emphasising the need for consistent verification to ensure fairness and transparency in the allocation of housing units and land plots.
