SEN diploma launched through Ministry, Villa College and IUM partnership

The Ministry of Education has signed agreements with Villa College and the Islamic University of Maldives (IUM) to introduce a fully funded diploma programme aimed at training teachers to support students with special educational needs.
The one-year Diploma in Teaching Primary and Special Educational Needs will be delivered at campuses in Malé and island locations where Villa College and IUM are established. The initiative forms part of the Government’s National Programme for Training Teachers, which prioritises the preparation of educators for inclusive and specialised classroom environments.
The agreement was signed by Education Minister Dr Ismail Shafeeu on behalf of the Government. Vice Rector Dr Ali Najeeb represented Villa College, while Vice Rector Dr Ali Zahir signed on behalf of IUM.
Villa College described the launch of the diploma as a significant milestone in its commitment to inclusive education. The institution stated that the programme has been specifically designed to prepare teachers for inclusive and supportive classrooms. Participants will be equipped with essential knowledge and practical skills to effectively support students with special educational needs.
As part of the arrangement, students accepted into the diploma programme will not be charged tuition fees. In addition, each participant will receive a monthly stipend of MVR 1,500 throughout the duration of their studies. Applications for the course are currently open, with classes to be held on campus in both Malé and at island centres operated by the participating institutions.
The Ministry of Education confirmed that both Villa College and IUM will jointly deliver training under the national teacher training programme, with a particular focus on increasing the education system’s capacity to serve children requiring specialised support.
Minister Shafeeu has previously stated that the Maldives needs at least 600 qualified SEN teachers to meet current demand across schools. He added that expanding access to targeted teacher training is essential for improving the quality of education for students with disabilities.
President Dr Mohamed Muizzu has also reaffirmed the Administration’s support for SEN professionals, announcing that the risk allowance for teachers working in special education will be reinstated.
